 Cesar A. Millan is the founder of Millan Law Firm, a bilingual English- and Spanish-speaking practice serving clients from offices in St. Louis, Missouri, and Collinsville, Illinois. Since opening his firm in 2008, he has represented individuals and families in matters involving immigration, personal injury, criminal defense, divorce and family law, traffic offenses, workers’ compensation, and civil litigation. A United States Army officer and two-tour Iraq War veteran, Cesar brings discipline, determination, and a strong sense of duty to every client he represents. He is known for his direct, hardworking approach, his accessibility to clients, and his commitment to helping people understand their rights, responsibilities, and legal options. A proud husband and father of three, Cesar is deeply committed to his family, his country, and the communities his firm serves. 

  Jing Liu is a Law Clerk at Millan Law Firm, where she assists attorneys in criminal defense, immigration, commercial litigation, personal injury, workers’ compensation, and other civil litigation matters. Her work includes legal research, case analysis, discovery review, drafting legal memoranda and motions, and assisting in trial preparation and litigation strategy.

Jing is currently pursuing her Juris Doctor at Washington University School of Law. She focuses on commercial litigation, civil litigation, criminal law, evidence, and immigration law. Her legal scholarship on AI governance and data privacy has been published in The National Law Review.

Before coming to the United States, she earned both a Ph.D. in Law and a Master of Laws from Wuhan University and served for nearly ten years as an Associate Professor of Law and Director of the Physical Evidence Laboratory at Hubei University. Her academic background combines teaching, research, and practical experience in criminal procedure, evidence law, and forensic evidence analysis.

Jing also gained criminal litigation experience through her internship with the City of St. Louis Circuit Attorney’s Office, where she assisted prosecutors in felony and misdemeanor cases.

Jing is fluent in English and Mandarin Chinese.

 As a paralegal with MLF Law Firm, Victoria provides dedicated legal and administrative support in matters involving Cesar Millan and affiliated entities. Victoria assists with case preparation, document management, legal research, client communications, and coordination, helping ensure each matter is handled efficiently, accurately, and professionally.
